Wordpress - new "posts" tab in admin?

Good afternoon.
The site is edited through 3 entries "Header" "Content" "Footer" and a bunch of entries for the blog, I want to somehow weed out blog entries from entries for editing the site.
How to create your own tabs - I found, but how to display certain entries in them?

For example, set Custom Post Type UI , create a new post type and populate.
Or manually using register_post_type .
Well, or if it's quite simple, create two headings: Blog and Editing the site and scatter the posts.
But it's not entirely clear why you edit the site through posts?
