Wordpress: how to make 20 different pages?

Hello, I have a slightly silly question. There is a website with about 20 different pages. On wordpress, do 20 templates for them or just insert a page layout without a header and footer, insert html code into the page content field through the admin panel?

In my opinion. It is best to make separate php files, and substitute their content when loading a particular page. And use templates when you have repetitive data: products, news, reviews, etc.

You can use templates for each page by creating php files with the desired content.
You can also use page builders: Elementor, WPBakery Page builder. These two are also great for creating pages with different content.
