Wordpress development, how to wisely build?
Today I decided to seriously touch Wordpress and sit down at it all night.
1) After reading a little on this topic, I realized that I need to use a framework, because without it it’s not good anymore (is it?). I would like to know what is / advise to use the framework to quickly enter this topic.
2) What is the sequence of development? First a static site and only then transferring it to CSM or all at once and one by one?

I think the author is referring to a css framework like Bootstrap.
Answers:
1. Should I use css frameworks? - Depends on each specific project and who will support it. Everything is absolutely individual. I disdain CSS frameworks - I write from scratch, starting with underscores.me
2. Depends on your skill. If you are able to separate layout bugs from server side bugs "on the fly" - don't waste time on task separation. I type immediately into a WordPress template - I save 50% of the time. But if your layout is not verified (the skill is not perfected) and you are on “you” with WordPress, I would try bare layout first.
