How to properly connect to WP Bootstrap3? Thinking about how it would be better to connect or in the header via a link or download and register in functions.php. Maybe there is something simpler and more correct?

According to the canons, it is necessary to register, in functions.php as a rule.
But if no further actions are planned with it (plugins for minification-gluing styles / js, etc.) - then IMHO it is more convenient and a link in the header / footer. Or directly from cdn. I have an example in my profile)
