Without a disk shelf, with only three identical servers on hand, is it possible to create a real environment for virtualization?

There is Citrix XenServer. When trying to create an environment of three physical servers, it constantly requests a disk shelf (Storage RepositoryNAS).
The question is the following. Without a disk shelf, with only three identical servers on hand, is it possible to create a real environment for virtualization, and if so, how?

Deploy any hypervisor and virtualize whatever you want on local server disks. Without shared storage, you will not succeed except to create a fault-tolerant configuration.

They would do it - 2 hypervisors, 1 of us, scattering the relics of the latter between the first 2.
