What is the best way to withdraw money from Upwork in Russia in 2021?

That's right, you can withdraw funds to another bank. Now you can even withdraw immediately in rubles, but the rate will be quite low. If you withdraw in foreign currency, there will be a one-time commission of $30, so it is better to consider which is more profitable. Depends on the withdrawal amount.
As for the legalization of funds, it is a little more complicated. Since you have a permanent job, you should register as self-employed and figure out how to pay taxes and legalize funds.
For example, I am registered as an individual entrepreneur and receive funds to my account. Until the amount of withdrawn funds exceeds 6 million. rubles, the bank will not ask for any documents. Once these limits are exceeded, the bank will request several documents that are easy to obtain from Upwork.
