With what utility or other method in Windows can I change the colors of the header and item on the taskbar, depending on the name of the window?

There is a desire to change the color of the window depending on the content of a certain substring in the title.
Those. I enter rules like "% substring1% = Yellow; % substring2% = Blue" and in windows with this substring, the color of the header and button on the taskbar changes to match the rule.
Are there any ready-made utilities or other ways to implement such a Wishlist?

Thank you!

I don't know about utilities, but you can always make a borderless window and draw the title yourself.
In the general case, the title is drawn by the system by the OS according to the settings that apply to all windows.
