It is desirable to make a complete (raw) byte-for-byte image (with boot sectors, bad blocks, etc.), and not just a part occupied by files.
I use the HxD hex editor , it can also save bitwise disk images, so I often use it for this purpose. Free, portable version available. But they won’t be able to make a VHD (unless, of course, we consider the option of manually creating and adding a header).
