WinForms, in essence, is a wrapper over the interface part of win32 api , which is not outside of Windows , never was, and never will be * not today for sure). another question WPF is a globally redesigned interface to the system. and more features, and halfway to cross - Xamarin and AvaloniaUI, are based on XAML. having gained WPF experience, it will be easier to start in them. well, or you can immediately start with them if Windows is not needed (or you immediately need a cross).
