WinExec from a service?

Hello!
The task is as follows: run a console exe-program from a service written in Delphi. The service runs as "Local Service" and just like that WinExec (and ShellExecute) doesn't work. The launched exe generates a shell script and then runs it.
I googled for a long time on this topic, but in the end nothing came of it. I myself am in winapi and, in principle, I am not strong in working with the system.
Displaying a running program on the screen is not necessary (even undesirable), the main thing is that all this would just be done.
