Windows Update service not starting?

Hello!
The Windows 7 x64 operating system, after installing one specific SZI (Blockhost), on many computers the Windows Update service stopped running.
Error 0x80073b01: The resource loader cache does not contain a loaded MUI element.
Interestingly, the axis was installed on all computers from one image. In some places the service is running, but on most machines this error pops up and the service does not want to start in any way. And if you demolish the SZI, then everything will be normalized.
The question is this: Obviously, this is due to the information security system, but I would like to understand the essence of the error, are there possible solutions to the problem? Because the SZI still needs to be installed.

Take a bare system (for example, any virtual machine) and install it on it, if the update center works, then continue to install all the software that is used on user computers. If the error does not pop up, then at one time all the computers on which the error occurred received some kind of general setting, which led to failures.
Accordingly, if the update center immediately stopped working on the guest, then a call to the TP SZI with the question:
"Dudes, installed your software, everything went down, installed on a bare system, everything went down, nothing works, who to talk to about this?")
