There is a Terminal Server based on Windows Server 2016, the approximate number of concurrent users is ~50.
How to run a specific application simultaneously for all users, analogous to the msg* command. ? Accordingly, each user has his own, but it must be launched simultaneously.

IMHO, just write a script. Something like listening to a socket and launching the necessary software when a control line is received. In principle, I don’t see anything complicated, freelancing will take a little for this.
