For the server on which the AD role is deployed, you can use a dynamic ip address, but AD requires a DNS server with a static ip address to work. If the AD and DNS roles are located on the same server, then this server must have a static ip address. In order for clients to work with your AD, their computers must have a DNS server associated with AD.
