This xml is the Semantic Markup Language (SML) standard, as I understand it, sapi supports its simplified subset, when I used it, a lot of things did not work for me, or the voice engine was not full-fledged (and this is a common thing for the Russian-language implementation, by the way, I advise rhvoice) roofing felts are really clumsy sapi.
