Windows restarts cyclically when an update is installed. How to fix?

After installing the updates, Windows 7 was rebooted. During the OS boot process, a message is displayed: 35% updates are being configured, then a reboot follows, and then in a circle. Boot in safe mode fails, reboot also follows. Loading the last known good state is a similar picture. There are no system save points. Is there a way to cancel the installation of updates without booting into this OS? Some files to delete using a different boot disk? Anything to fix in the registry?

Problem solved. The information from the article " https://geektimes.ru/post/115308/ " was used. I duplicate the main points:
1. Restart your computer.
2. Before the Windows 7 logo appears on a black screen, press F8, a list of boot options will appear. If the Windows 7 logo had time to appear, then F8 should have been pressed a little earlier. Restart your computer and try again.
From the list of boot options, select "Troubleshoot your computer" and press Enter.
3. If the system prompts you to select a layout, select the United States.
4. If the system asks for a login and password, enter the login and password for an account with administrator rights. If you don't know this, ask the person who installed Windows 7 for you.
5. In the window that appears, select the last item "Command line".
The console will open. Carefully enter the following lines one by one, pressing Enter after each. Please note - C: is the letter of your system drive. If the system is on a different drive, use the appropriate drive letter.

cd windows
ren SoftwareDistribution SoftwareDistribution.old
cd winsxs
ren pending.xml pending.xml.old
ren reboot.xml reboot.xml.old
cd ..\system32
ren catroot2 catroot2.old
cd config
dir Regback
The last command will show you the contents of the Regback folder . Make sure "system" and "software" files are in the list.
Enter the following lines, pressing Enter after each.
ren system system.old
ren software software.old
copy Regback\system system
copy Regback\software software
exit
6. Click the Restart button.
7. When the system boots, go to Start - Control Panel - Windows Update.
8. If the system prompts you to check for updates, do it.
9. When the list of available updates and the "Install Updates" button appear, do not rush to click it. To the left of the button, there will be two links to a list of important and optional updates. Click on any of the links.
10. A window will open, on the left side of which there will be two tabs. Go to each of the tabs in turn to see the lists of suggested updates.
11. If in these lists you find updates that are not checked, right-click on each of these updates and select "Hide updates".
12. Click OK. Click the Install Updates button.
When the update is complete, restart your computer, even if the system does not ask you to.
13. Make sure the computer boots normally
