Windows insider preview build 14361 problem with wacom graphics tablet?

The problem is observed in Adobe Photoshop CC 2015 and Autodesk SketchBook.
When you try to draw something, the cursor stays where you clicked, and the drawing line continues.
What could be causing this problem? Drivers are the latest.
