Problem essence: I am connected on RDP to Windows Server 2008R2. I connected, entered a login-password, they are accepted, I see "Welcome" and I am thrown back to the user's choice. I enter my username and password and log in.
What could cause such a situation?
Along the way, I'll ask a question (perhaps this is precisely the essence of the problem): RDP access is configured on the TS server in the following way:
1. The "Remote Desktop Services" role is set.
2. Computer properties -> Remote access settings -> "Allow connections ..." is selected and in "Select users" the group "Domain users" is specified (indeed, everyone needs access).

This is because your remote server is "blocked" for a user to walk up to it with their feet.
At the beginning, you log in via RDP, i.e. enter your username and password to connect to the remote computer. Then you are offered a LOGIN window, since you are already "near" the computer. "In your case, as I understand it, RDP and the internal user are the same. :)
