Windows 7x64 gpo issue?

Such problem:
There is a domain 2008r2. 2 CD main and reserve. There are policies that apply to a group of computers (restricting the launch of programs, where everything that is not in the root and program files is prohibited, the WSUS policy and a couple more little things). This group includes Win7x32, Win7x64 and win XP (Interprice and VL versions). On more than 100 PCs everything works fine. On one machine with Win7x64, the following thing began to happen: 1) The policy is trying to apply not from the main CD, like everyone else, but from the backup one; 2) Tries but does not apply; 3) Under any account, except for the domain administrator (including under the local administrator), when you start any shortcut or program, a message appears that the object is blocked by group policy.
What have you been doing:
1) Removed from the domain with the complete removal of the computer account and re-entered the domain
2) Deleted the accounts and references to them in the registry on the problem PC
3) Reinstalled the system with subsequent entry into the domain
4) Checked the HDD and RAM (no errors or problems found)
What does it look like? Where to dig? On the server, when you test the policy on the user, everything is applied, there are no problems on other computers (including with Win7 x64)
