Windows 7 - why is the external IP not being pinged?

When I try to ping an IP address on OS Windows 7, I get Request timeout and 0 packets received, 100.0% packet loss. The pinged machine (Win XP) is located in the same city, but is connected through a different provider.
At the same time, it pings from two other machines (Ubuntu and Mac OS).
What can prevent OS Windows 7 from seeing this IP? Firewall turned off, turned on, does not help.

Apparently, the routing is incorrectly configured for the Armenian provider, is it so?

Are they connected to the same ISP as Windows 7?
