Windows 7 Starter. explorer.exe crashed?

Played from PC on W7 Starter. I decided to change the wallpaper to others by editing the registry. In addition, I installed Oceanis and it asked me to reboot (don't ask why it happened). Windows starts, everything is fine, a cursor appears and a black screen. I open the task manager, explorer.exe hangs there. I close it, turn it on again, and the shell appears only after that. Why this happens, I cannot understand. Wrote a batch file crutch that kills explorer, and then launches it, but it does not work at the start! Starts working when I manually kill explorer and then start it. That is, the script did not help. I do not know what to do. It would be nice if Windows just didn’t launch explorer, so here it just hangs in the processes!

For a while I used Win7 Starter, the wallpaper changed through the registry without problems. Most likely the problem is in Oceanis.
