Windows 7 file organization issue?

Good afternoon, once again I'm dismantling the file washer, I realized that it's not possible to organize the contents normally. Hence the question, are there any file management managers or something similar, that is, some kind of media library with the ability to view photos / videos. A kind of advanced "Explorer"?

At one time, not finding an answer to this question, I changed the platform and am happy with the iLife package. Therefore, total commander + nice utilities for you to view.

it is not clear from the question, have you tried to deal with the regular win7 chip with libraries? I liked the idea, although it is not used in any way in Total Commander :(
