Windows 2008 remote desktop login problem

There is a 2008 server. It has an AD controller and a terminal server installed. Only an administrator can log in. When I try to log in as a different user, I get an error: The

login request was denied because the terminal server is currently running in drain mode and new users are not allowed to log in. To allow new users to access the system, configure the server using the Terminal Services Configuration Tool.

Accordingly, after googling, I found a solution using the chglogon.exe command.

But when I try to enter chglogon / enable, I write the following:

on this computer, connections are enabled by group policy. You cannot change the mode.

The problem was solved by removing the "AD Controller" role from the server
