Windows 10 Home service stopped after reboot, how to fix it?

Service Remote Access Connection Manager after system reboot - stopped.
To connect to a working VPN with handles, you have to turn it on every time. How to fix it?

Vpn when you turn it on - everything is ok? Or do you have to cut the service?

2. Add bat script to autorun with content -
net start RasMan
3. Shortcut from VPN connection to the same autorun.
