And in Ubuntu sometimes I can not access files on the HDD, complains that reading files is prohibited. Something with permissions. But this rarely happens. And sometimes, as if by itself (maybe by default, somewhere in the software used, there is an installation).

Windows does not support Linux file systems - so there is no access from Windows.
As for access rights from Linux, it is better to analyze a specific case.

It allows you to open, read, and copy data not only from ext, but also from a whole list of undamaged file systems. Installation does not require - just unpack the archive and you can immediately use it.
If recording is needed, then most likely a third-party driver will be required. However, keep in mind that they can cause some strange crashes from time to time, so it will be very useful to have a backup of the contents of such a disk. It may come in handy rarely, but very aptly.
