Will the publication on a Russian-language resource affect the position of an English-language site?
For example, there is a task to increase (in a white way) the reference mass of a foreign technical resource. 90% of its visitors are English speakers. Current organic traffic is about 500 per day. Sometimes there are published various good articles of a technical nature. I wonder if it will grow in positions in the US and Europe if you start posting linked translations of their articles in Russian-language techno blogs with high PR? Who had experience?

Yes, it definitely has an effect.
I advise you to make the link in the form of the title of the article in English (to transfer the anchor weight) + the more clicks on the link, the better (Click Rank in Google).
