No, they won't block you, your profile will be changed to private status and you won't be displayed in the general list of freelancers on Upwork for clients (that is, new interviews won't come).
When you want to work again, you can try to write to support and you can just be transferred to public status. But this is not necessary, because if you start receiving money through Upwork, then the status will change by itself.
