Will quality be lost when saving from Adobe illustrator to .jpg?

Hello! I've never used Adobe illustrator, but I know it's a vector program. The bottom line is that when I make some kind of image with text in Photoshop, then when I upload it to the Internet, the text is not so clear, especially if the image sizes change. I have a question, how are things in Adobe illustrator, is it possible to achieve a better result with text there? Or, when saved, will the output be the same bitmap with the same quality?

Illustrator has an option when exporting to a raster: optimizing the quality of images or text.
The text is better not in jpeg, but in png and you can try to set a larger resolution.
