Will modern.IE work on Windows without a license?

Microsoft officially gave a good tool for testing pages in their browsers, but in some cases I'm afraid to install modern.IE on machines, because. not always sure if there is a license for the OS.

And where does your license and the machine in the virtual machine (which does not even know that it is a virtual machine)
And where do you constantly put IE on different machines? It's for development, not for IE.
