Will it be difficult to create a "clone" of Yandex.Transport for a small satellite town?

I live in a small satellite city, I work in a big one. I get, like thousands of other citizens, on a suburban bus. Of course, he has to wait in a variety of weather conditions, which does not suit me, that's why.
From work to the stop I need, I get by tram, the location of which can be easily found out using the application, and not to freeze my bodies for nothing. Why not do the same with suburban traffic, I thought.
Thinking and dreaming is one thing, but doing something is completely different.
And, since I'm not strong in development and technical parts, I decided to first ask for advice from professionals.
Several questions are of interest:
0. How difficult is it and is it worth it at all?
1. How much will it cost at the development stage?
2. How much will it cost after launch? (technical support, data updating, placement of advertising banners)
*I would like to see the average figures, for how much they would undertake
