Will GPL3 work for my project?

buh.skahin.ru - home accounting project in php, sqlite, extjs4: (source codes: https://github.com/pihel/cash , demo: demo.skahin.ru ).
It is supposed to be free to use - download the source and install it yourself.
So is paid help in the form of installation on my server (+ additional services), but the ability to download the source code and the database remains.
1. Will the license from extjs4 GPL3 ( www.sencha.com/products/extjs/license ) work in this case?
2. Can I use extjs 4 for free in this case?
