Will a hardware key with licenses for 1C work on a cloned server?

Good afternoon, there is a server on win server 2008 R2, which runs a 1C server, a terminal server and other crap like a printer server, there was such an idea to create a backup server with the same content, namely a clone that will live offline before it appears the need for it, or it will be online and immediately take over the work when the first one fails. How to implement everything, there are no questions, with the exception of 1C, namely the nuance with the 1C hardware key, physically I will stick it, will there be any conflicts on another server, since the 1C key, as far as I heard, is tied to the hardware?
Can someone tell me a really working scheme approximate to my desires, I will be grateful to everyone for participating in this issue.

Software licenses are tied to the hardware. You simply plug the key into a new server and all that is needed is for drivers to be installed on it and if the key is network, then it is also a license server for distributing licenses over the network.
