Will a domain change count as a new site?

A very simple question really. I want to clarify a small detail. There is an old domain, I want to remove it and replace it with a new domain, the hosting is the same. If I unscrew the old one and link the new domain + uniqueize the content (phones, articles, etc.) + new ip for the domain and remove everything that was associated with the old domain, for example, in the title of its mention. Will it count as a new site for a search engine, for example? Thank you!

New domain essentially = new site. The search engine will define the new domain as the old site only if you register the necessary redirects. But even without this, over time, a site on a new domain can be mistaken by a search engine for an affiliate of the old site, and then, with luck, it will either glue the new site to the old one, or throw out the site on the new domain, which is most likely.
But yes, if you change the content, then of course it will not be considered an affiliate.
