Why won't wordpress open style.css?

I'm trying to connect style.css, I made it in the theme folder, entered the theme name in it, etc. I write styles there, but it doesn’t catch them, and when I go along the path to css, instead of styles, it just opens the index page for me. What is the problem?

Go through the admin panel to the appearance - style.css , if it is empty, then wp laged, and make a backup then, this may be due to a bad move of your site to another server (contact your technical support if it was), or from -for a large number of installed or activated plugins in wp.
