Why won't Windows let me install the new intel driver?

Often, a screen of death appears recently due to an old video card driver. It is 2017 and costs from the manufacturer. I downloaded 2019 on his website and want to install it, but Windows won't let me do it: "the system has determined that the most appropriate driver has already been installed." What to do in this case? The driver is not installed either from the Intel site or from the manufacturer's site.
