Why won't Tor connect?

Every time I try to connect, I get different errors. This time it's this one:

Went in last night and everything was fine.

-open connection limit of 10 has been reached. Are you running this on WinXP? The last time I saw this on this OS.

apparently forgot to remove it from the config
