Why won't the NuGet package install?

I'm trying to install Microsoft.Azure.NotificationHubs and getting an error.
"Microsoft.WindowsAzure.ConfigurationManager 1.7.0". You are trying to install this package in a project whose required platform version is "Windows,Version=v8.1", but the package does not contain assembly references or content files that are compatible with this platform. For more information, contact the package author.
The project is new and empty, how can I fix this error?

You have a Windows target in your project,Version=v8.1, but there is no such target in the package. Apparently.
