Why won't node.js kill the process?

Why doesn't node.js kill the process on the port when I get an error and it stays there? Or I want to restart the server, I press trl + c in the terminal, then I start it again and it says to me that the port is already busy?

I also realized that the process dies only after some error in the code during nodemon pre-start

I think it's impossible to answer here without a concrete example. But if you want to kill a process, you can look at its PID and do kill - 9 PID. Then the process will be killed and the port closed
