Why won't Jupyter notebook run on university computer?

At the university, there is a restriction on the network, probably so that they do not use torrents - a proxy server is used. I downloaded Anaconda, but when I start Jupyter it says:

Access denied!
The requested URL could not be delivered: localhost.univer.ru:8888/tree?token=ab69affc...

If you cut off access to the Internet, then:
No Internet connection There was a problem on the proxy server or the address is incorrect.

although on a laptop disconnected from the network, everything starts up quietly.
There are no options other than how to go to IT support?

Hints that a proxy server is specified in the settings and if you remove it, then everything should work
