When searching for groups using the groups.search method, when offset is shifted by 1000, it does not show results.

With this method, you can only get the first 1000 communities, regardless of what is specified in the offset parameter . Quoting from the groups.search method page :

Note that even when using the offset parameter, only the first 1000 results are available to get information.
