Apparently, because the Expires header is set by Google servers to the date of the request (that is, the cache time expires immediately after the font is loaded).

Most likely the cache time is very small and it just expires before you have time to press f5)
Another reason is that caching is disabled. You need to look at the http (s) headers. Then it will be clear
