Why was there no administration tab?

Good afternoon!
Created a new database in the configuration "Accounting" (training). For some reason, there was no "Administration" tab and other items of the navigation menu in the left part of the program window. Enterprise Version 8.3. Configuration version "Accounting" 3.0.
The funny thing is that after the creation of the next database of the same versions, navigation appeared.
With what can be connected?
A bug or my crooked handles?
