Living in Minsk, you, of course, have nothing to do with the Russian registry. But here your provider uses the power of a Russian operator, which, obviously, does not know how to DPI or block transit traffic in its networks.
It's pointless to fight this stupidity. Use proxy or vpn.

because idiots. I go with tor, since opera turbo refuses to download files from their site, and I'm too lazy to do proxies and vpn
