BUT
When you exit and click again on the authorization link through VK (oauth.vk.com/authorize), VK asks again - do you really want to give access, they say?
Why?
What to do? On Yandex, it asks once, although the link is the same, and they do not additionally transfer any token to it ( https://oauth.vk.com/authorize ).

I repeated your problem. It also asks for authorization again, removed notify , everything went as it should. Check for yourself

By chance, there is no revoke=1 parameter in the link ? This parameter is just responsible for this, if you have it, then you need to remove it
