Why this code?

Good afternoon!
Prompt who faced and knows. I'm building a template on joomla 3 (on bootstrap) and when laying it out, firebug gives the following:

Somewhere in the depths of my soul (very deeply) I understand that this is somehow connected with setting up a particular module, but why is it needed at all? For example, it bothers me :)
And when the template is released, will it not be in the normal display?
I would be very grateful for the hint.
Thank you very much in advance, and sorry if the question is "noobish" - I'm making up the first template in my life on joomla and all the incomprehensible moments cause a little jitters.

These are tools for editing/configuring modules directly on the site. Editing is only available to admins. Simple users will not have this.
