Why such distortions when "rewinding with the slider" video in MPC-HC?

Good day!
In general, I have - 15.6 inch lenovo laptop, 16:9 display aspect ratio, screen resolution: 1366x768, 1 GB Radeon graphics card.
Playback software: Media player classic Home Cinema (64 bit) version 1.7.13.
In principle, when playing video at a resolution of 1280x720 and 1920x1080 with a bit rate of 5-8, etc., everything is stable.
But here I have downloaded some football matches in high quality

And just playback is normal, but when you start dragging this slider to “rewind” the video, the picture is distorted like this and remains in this state for a long time:

I also installed a VLC player, there is no such thing, but there is also a slight slowdown when rewinding with the slider.
Still enrages this Vlc icon at the bottom of the MPH player during playback (on the first screen), why did it appear there?
The question is why is this?! Does it depend on the video, the player, or the power of my laptop?
With such video screen parameters, FullHD video will still not be displayed in full force, right? thank!

I suppose the difference is that one of the players looks for the nearest key frame and recalculates the picture from it (slower), while the other one starts immediately from the place where you rewound, where there is no key frame yet, but only information about changes in the picture.
