Why such data in a rating?

The essence of the question lies in the fact that there is such a language as - C#. Looking at these graphs, it is clear that the language is losing popularity, I wanted to ask why this is happening, since according to the information that I know, this language is developing very actively. And why Java is still gaining popularity.

Basically, the processes associated with the obsolescence of certain technologies (C#, C++, Objective-C, ActionScript, Perl) and the appearance of their substitutes (JavaScript, Swift, R, Go).

Go replaces C#, C++ and Perl rolled into one? Can we not discuss this rating?
Under the second link I do not see anything specifically about C#. Well, it is clear that Java will be more popular - MS has just begun to correct the situation with pseudo-cross-platform C #, this will not be reflected soon enough. Many metrics take into account open-source code and open data, and C # is a corporate language, God only knows who and where writes what on it now. Java, in general, too, but there are much more projects in the public domain on it.
