Why so many ssh keys on the server?

There is a server.
/ root
In the folder are stored in ssh_keys
Keys from the server

And then the keys are in the folder with the site. Why are there so many keys and why are they in different places? what's the point?
/var/www/site.ru/.ssh_keys/dev_keys

I think so - it was the developers who made themselves logins via ssh. I would delete them :)
