Why security error when starting Iii2?

Good afternoon, I rented hosting on SIMpleCloud, installed lamp, isp manager. I downloaded the new yii2, did php init, php yii migrate (after connecting everything to the database), but an error occurs

Exception – yii\base\Exception Unable to generate a random key
