Why PIN in Windows 10?
I read that if a user uses a PIN when logging in, then the operating system receives the key to the encrypted partition from the TPM module only if the PIN is entered correctly. I set a PIN for a local account and logged in with a password. That is, obtaining a key from the partition does not depend on the success of entering the PIN?

Bitlocker PIN and Windows Hello\local account PIN are different pin codes.
Nobody lied to you, you just got confused.
When using TPM, you do not need to enter the bitlocker pin code, it will be received automatically when downloading.
