Why OpenVPN error on AWS: Connection refused?

I raised OpenVPN for the first time according to the instructions https://habrahabr.ru/post/315664/
Everything works fine, but there is a problem. When I disconnect from the VPN and reconnect, I write an error in the console with something like this:

Tue Nov 22 17:41:01 2016 Attempting to establish TCP connection with [AF_INET]35.***.**.113:1194 [nonblock]
Tue Nov 22 17:41:02 2016 TCP: connect to [AF_INET]35.***.**.113:1194 failed, will try again in 5 seconds: Connection refused

What does this mean? And how to fix it?

usually connection refused writes if there is a firewall
